			<content:encoded><![CDATA[<p>Its been a year since our show of architect Rob Quigley&#8217;s New Central Library design work, and the UT reports that the project is till alive:</p>
<blockquote><p>A proposal to spend an additional $500,000 to seek bids for a new downtown San Diego library moved forward Wednesday.</p>
<p>The San Diego City Council&#8217;s rules committee unanimously approved increasing consultant contracts as the city hopes to nail down costs for the project by next April. The full council still has to approve the expenditure.</p>
<p>The step is key to keeping a $20 million state grant that will help pay for the new library. The state librarian has twice extended the grant&#8217;s deadline, but the latest extension is contingent on the city approving a bidding process by Nov. 15.</p></blockquote>
